

Mr. Garvin’s law practice focuses on the area of transportation law generally, including mergers, acquisitions, independent contractor issues, contract preparation and review, freight claims, sales tax, fuel taxes, hazardous materials, customs regulations, licensing, permitting, international transportation issues, restructuring of motor carrier fleets, and general corporate matters.

Norm R. Garvin is one of the founding partners of Scopelitis, Garvin, Light, Hanson & Feary. Over the past 25 years, Mr. Garvin has acted on behalf of a wide range of U.S., Canadian, and Mexican truck, bus, and warehousing companies; freight forwarders, customs brokers, shippers, transportation brokers, and logistics and intermodal companies. He has regularly represented such clients before the Federal Motor Carrier Safety Administration, U.S. Department of Transportation, Indiana Department of Revenue, U.S. Customs, Internal Revenue Service, and various provincial, state, and federal commissions and agencies in the U.S., Canada, and Mexico. Mr. Garvin was named as one of the top 5% of Indiana lawyers in the 2004 Indiana Super Lawyers® peer selection survey.

Mr. Garvin graduated from Indiana State University (B.A.) and the Indiana University School of Law – Indianapolis (J.D., magna cum laude).

Licensed in Indiana and Florida in 1973, Mr. Garvin is admitted to practice before all Indiana state and federal courts. He is a member of Association for Transportation Law, Logistics, and Policy; the Canadian Transport Lawyers Association; and the Transportation Lawyers Association.
